The Directorate-General for Citizens' Rights, Justice and Institutional Affairs (DG IUST) is dedicated to supporting the European Parliament in its legislative, budgetary, and scrutiny roles. Our mission is to ensure that the Parliament operates effectively as a guardian of democracy, the rule of law, and fundamental rights, while remaining responsive to the needs of European citizens.

We organise and facilitate the work of parliamentary committees in key areas such as culture, education, legal and constitutional affairs, gender equality, civil liberties, petitions and democracy protection. Through high-quality research, expert advice, and administrative support, we enable Members and committees to shape sound legislative and policy outcomes.

As a new Directorate-General, we are committed to fostering a collaborative and inclusive organisational culture, promoting professional development, and equipping our staff to meet the complex demands of parliamentary work. By streamlining processes, enhancing transparency, and engaging with citizens, we strive to uphold the values of the European Union and strengthen trust in its institutions.

DG IUST ensures that Members and staff have the tools, resources, and support they need to perform their roles effectively and uphold the democratic work of the European Parliament.

 

 

The responsibilities of the Directorate-General for Citizens' Rights, Justice and Institutional Affairs are to: 

The Directorate-General for Citizens' Rights, Justice and Institutional Affairs (DG IUST) is responsible for organising the work of several parliamentary committees in the fields of culture, education, legal affairs, civil liberties, justice, constitutional affairs, gender equality, and petitions.
The Directorate-General for Citizens' Rights, Justice and Institutional Affairs (DG IUST) is responsible for organising the work of the following parliamentary committees:

  • Committee on Culture and Education (CULT);
  • Committee on Legal Affairs (JURI);
  • Committee on Civil Liberties, Justice and Home Affairs (LIBE);
  • Committee on Constitutional Affairs (AFCO);
  • Committee on Women's Rights and Gender Equality (FEMM);
  • Committee on Petitions (PETI);
  • Special committee on the European Democracy Shield (EUDS).

In addition, DG IUST provides expertise and research, while also contributing to the exercise and development of the legislative and control powers of the European Parliament.

  • Leticia  ZULETA DE REALES ANSALDO 

    • Director-General
    • Ms Leticia Zuleta de Reales is the Director-General of the Directorate-General for Citizens' Rights, Justice and Institutional Affairs (DG IUST).

      Prior to this appointment, she served as Director for Relations with National Parliaments and as Deputy Head of Cabinet and as Head of Cabinet to President Roberta Metsola. She began her career as a lawyer in Madrid before joining the Court of Justice of the European Union in 2005. In 2008, she moved to the European Parliament, where she worked as an administrator in the Committee on Legal Affairs and later in the Legal Service. She was appointed Head of Secretariat of the Special Committee on Terrorism in 2017 and subsequently became Head of Unit for the Committee on Petitions.

      Ms Zuleta de Reales holds a Master’s degree in Business Management from ESCP (Oxford-Madrid-Paris) and a Bachelor’s degree in Law from the Complutense University of Madrid.
